In 2008, the Sacramento County Office of Education (SCOE) built the free USA Learns (USAL) website, which helps adults learn English, gain job skills, and prepare for U.S. citizenship online. In 2019, SCOE staff launched the free USA Learns Citizenship course, which prepares immigrants for all aspects of the naturalization interview and to meet their responsibilities as U.S. citizens. To date, more than 350,000 learners have spent 165,000 hours studying USA Learns Citizenship and successfully completed more than 3.9 million activities. Nearly 12,000 of those learners have been enrolled in a course with a teacher. In 2022, USAL launched its new Access America course, which also helps learners on their immigration journey and flows seamlessly into the USAL Citizenship course. Inspired by USCIS’ Welcome to the United States: A Guide for New Immigrants, Access America covers linguistic, civic, and economic integration for immigrants at an intermediate English level and promotes learners’ access to the knowledge, skills, resources, and services necessary for success in the United States. With USCIS FY 2022 funding, SCOE is making revisions to existing free online citizenship and civic education courses that are available now on the USAL website in order to align them more closely with the new USCIS curriculum and naturalization processes. Emphasis will be given to increasing mobile engagement for learners across the nation. The second part of the project aims to increase access to the courses among hard-to-reach learners by conducting outreach activities that target rural areas and include multilingual social media communications. Webinars will be presented to help teachers across the nation be aware of and learn how to implement this high-quality citizenship and civic education curriculum.
