Founded in 1978, Immigration Counseling Service (ICS) is Oregon’s oldest, and only, independent non- profit law firm providing legal services to low-income immigrants across the state. As most immigration legal service and citizenship preparation providers are based solely in the Portland metro area, rural and low-income immigrant communities often lack access to these vital services. Over the next three years, ICS will develop new citizenship programs in Oregon, with an emphasis on underserved rural areas. Through the Citizenship and Integration Training Academy (CITA) program, ICS aims to develop comprehensive citizenship education programming for LPRs across rural Oregon.
