Sponsors Organized to Assist Refugees (SOAR), a program of Ecumenical Ministries of Oregon (EMO) is located in Portland, Oregon. Founded in 1979, SOAR's mission is to assist refugees in becoming self-sufficient, integrated community members. SOAR’s legal program began in 1992 and has been recognized by the Department of Justice since 1995. SOAR provides culturally competent immigration-related legal representation and education to Oregon's lower income refugees and immigrants. SOAR began the New Americans Initiative (NAI) in 2010 and has provided comprehensive citizenship services ever since. With USCIS FY 2024 funding, EMO will provide citizenship instruction to 200 LPRs, administer naturalization eligibility screenings to 250 LPRs, and file 200 Forms N-400 and G-28.
