International Rescue Committee in Baltimore (IRC-Baltimore) and its partner, Baltimore Community College (BCCC), are the primary providers of naturalization application services and ESL instruction in the Baltimore metropolitan area. BCCC has 15 years of experience providing citizenship instruction, while IRC-Baltimore has been recognized by the DOJ since 2010. The Baltimore metropolitan area has 30% of Maryland’s LPRs. During the FY 2023 grant cycle, BCC has proposed to serve 250 newly enrolled students, while IRC projects it will submit a minimum of 250 Forms N-400.
