About

Hartford Public Library’s (HPL) division for Adult Education and Immigrant Services known as The American Place (TAP) serves as a hub for ESL and citizenship instruction, Green Card renewal, legal services and other robust support programs needed to achieve U.S. citizenship. The City of Hartford is a significant immigrant gateway, with current arrivals originating from many parts of the world, particularly the West Indies, Latin America, as well as India, Pakistan, and Afghanistan. HPL has been a USCIS grantee since 2010 and for the FY 2023 grant cycle, it projects it will serve a minimum of 204 individuals with citizenship instruction and file 375 N- 400s.
